Authorization for those entities which, given their nature, cannot be recognized as "first-tier foreign banks"; but which BCCR might be interested in engaging in operations with, in compliance with its role as Manager of International Monetary Reserves.
Recognition as first-tier foreign banks will be granted to those legally created institutions or corporations that are domiciled overseas --whether governmental or private-- which are devoted to financial activities, and which have a sound financial standing whatever their field may be.
Recognition as "an institution normally devoted to carrying out international operations" is granted so as to keep a track of those institutions originating capital flows with the country, and to measure the impact these resources have in Costa Rican economy.
