Culture Satellite Account

Cuenta Satélite de Cultura

The Culture Satellite Account of Costa Rica (CSACR) is a component of the Culture and Economy Unit of the Ministry of Culture and Youth, and is an information system that makes it possible to obtain information about the economic characteristics of culture. It is designed as a satellite of the System of National Accounts, through the adoption of concepts and techniques that are proposed in the Methodological Manual for the implementation of Culture Satellite Accounts in Latin America of the Andrés Bello Convention, intended to show the contribution of culture to the Costa Rican economy in a reliable, consistent and continuous manner.

Its creation is administered by an Interinstitutional Commission (CICSC) whose members are the Ministry of Culture and Youth, the Central Bank of Costa Rica, the National Statistics and Censuses Institute, the State of the Nation Program, and the National Council of Rectors, with financial cooperation from the International Cooperation Spanish Agency for the Development and Organization of Ibero American States for Education, Science and Culture (Agencia Española de Cooperación Internacional para el Desarrollo y la Organización de Estados Iberoamericanos para la Educación, la Ciencia y la Cultura).

The monetary and non-monetary indicators of the sectors that make up the country's cultural sphere are constructed through the CSA include added value (cultural GDP), employment, imports and exports, production, financing.

The data obtained are useful for effective decision making in the public and private sectors. They also contribute to broaden the concept of culture and to demonstrate that the resources assigned to it are not an expenditure but rather an investment. The information generated is the starting point for the creation of stimuli and incentives that encourage growth of the country's creative sector, strengthening the protection and promotion of national cultural diversity. This benefits the entire population because culture is fundamental for the achievement of sustainable, integral and equitable development in the country.
